I think it would be too valuable of a political win to pass up for the sino communist cause to be the champion of open source in the long run. I would gladly buy Chinese open source over any America proprietary junk. In the long term, that wins big. China does long term better than Americans by a long shot.
With all due respect, I think China would love a fully proprietary approach in the vein of American companies.
Their current use of open source (which is arguably not all encompassing) feels like a tactical decision more so than a strategic choice.
